Scout is where everyone starts once selected. Campus Ambassador is a title you earn after your first 25 verified registrations. Scouts already get the community, the starter kit, and are fully part of the movement, Ambassador just means you've proven you can bring people in.
We're keeping it to 1 per college by default, with room for 2 at larger campuses on a case-by-case basis. It keeps the title meaningful instead of everyone's friend group having one.
Every individual waitlist sign-up counts as one, even if that person later joins the actual challenge as part of a team. 25 individual sign-ups = 25 registrations toward your milestone.

The Ambassador role itself is individual, but nothing stops you from teaming up informally to run activations together on campus.
Strong performers get first consideration for Campus Lead roles and Founding Team positions as EYFI expands to future waves.
